   I will be getting a Win10 DeskTop.
   I Remember when I had a W10 2. in 1. Tablet I had to Turn off some kind of Safety Feature.
   
   So Win10 would let me Install Third Party Programs.
   But I forget what it was called can anybody help me?

   It was called S Mode. There is no restriction of third party apps if you get Home or Pro.
