Win2000 & IE6 problem

Internet Explorer 6 on this Win2000 SP4 computer seems to be completely jacked up. Meaning that when I click on the IE desktop icon, or go to Program Files and try to launch IE from the IEXPLORE.EXE file, it does nothing. No error, no hourglass, no window opens, nothing. The network adapter is OK because virus updates work. Also, no commands in a command prompt window are working either. If I type cmd in the Run box, a command prompt window opens for about a half-second then closes. If I type command in the Run box, the command prompt window opens, but it lags. If I type 'ipconfig' for example, the 'i' takes about 10 seconds to show up, the 'p' is about 15 seconds behind that, and the other letters don't show up until I hit Enter, and when I do hit Enter, nothing happens. It just drops down a line and shows another command prompt.

Malware scans are clean. I've run Dial-A-Fix, and an IE repair, but nothing so far has worked. Any ideas?
    :cry

    Have you tried repairing it?
    1. Start, Settings, Control Panel, Add/Remove programs
    2. Click on Microsoft Internet Explorer 6 and Internet Tools and select Repair
    3. Reboot when it is done.

I've also pointed people to this IE fix tool
    http://windowsxp.mvps.org/IEFIX.htm

Not sure how you tried to repair IE; if you done both of the above, I apologize for stating the obvious.

    In C:\WINNT\system32 CMD.EXE is 231 KB with a date of Nov. 2, 2004
I can zip it up and send it to you to put it in place if that system is broken.

Internet Explorer is not listed in Add/Remove Programs, and I would have been surprised if it was. The more time I spend on this PC, the more things I'm finding that are jacked up. I think I'll try a repair install....

Well 2K didn't come with IE6 so if it were running IE 6 it has been updated and I mistakenly thought it should have been listed in add/remove programs.

    Apparently 2K doesn't do this.
    So for 2K
I've just done this. You get a popup box that has two choices (there are three but the first is grayed out)
    Repair Internet Explorer
    or
    Restore the previous Windows configuration
