Win7/64 Cosmetic Issue: Title Bar Colors?

Hi! I have a Win7/64 laptop at a day program. I've been able to change some screen colors but not the windows' title bar colors. How do I do that?

 

Right-click your desktop and select personalise (or start menu-settings) then in the settings dialog select colours in the left hand side. Scroll down to the bottom of the Colours panel on the right had side and uncheck "Title bars and Windows borders" (for no colours leaving system default) or alternatively select an accent colour of your choice.
