Win7(64) no admin rights

I have been discussing this in the software forum, and after much discussion they recommended trying over here. http://forums.majorgeeks.com/showthread.php?p=1734531#post1734531

Basically, I am unable to access any commands that require admin approval. I even tried making a brand new admin account and it has the same problem. I have done full scans with Avira, spybot SD, TDSSkiller, and SuperAntispyware. They only found a few minor items and tracking cookies. I am unable to run malwarebytes or rkill. Safe mode makes no difference either. I have no access to system restore or UAC settings, and do not have any repair/install disks for windows (the laptop did not come with any disks of any kind).

I *believe* the problem lies with consent.exe locking up as a couple of times I have gotten the infamous error "too many files are in use by 16 bit programs".

Wow... combofix did it. It crashed at the "preparing log" but whatever stuff it did before that fixed the problem where several other programs didn't. I will check back in a few days to confirm if it is still working properly or not.
