    I have Win7. 64 Bit.

I Right Click on DeskTop then Click Personalize.
    I Click Windows Color Tab.

On this Screen I Click the Drop Down List and Select Icons.

Now I put 10 for my Font Size.
And I Put 19 for my Icon Size.

The I cons on my DeskTop are just the Right Size now.

But I See it lets me Type Less Text Under the Icon.

So how does this work as Far as Text Size and Icon Size?

My Text Size is Set to 10 so I have to have Big Icons to have Say 2. Words.

    Or how does this work?

If I keep my Icon Text Font Set to 10 and my Icon Size Set to 19 I can only Type Say 2. Words.

But if I Set my Icon Size to Say 21 and Still Keep my Icon Text Font Set to 10 I can Types more Words.

Why can I Type more Words if I am not changing my Icon Text Font Size?

The area below the icon becomes part of the space allocated to the icon.
The bigger the icon, the bigger the space, the more letters/words can fit.

I normally just use the crtl and mouse scroll to make the icons larger or smaller saves time.

That doesn't work on the desktop which is where the OP keeps changing the settings.

    He lost me here
I have no tabs when I click personalize.

To change what is on the desktop, I go through the Control Panel and Display.

I fired up all four Windows 7 computers because I had to update SpywareBlaster. The above method works on only one of the four computers.
The computer it works on is running Windows 7 Pro and uses a wired Kensington mouse. The other three are running Win 7 home and use wireless mice, one Logitech and the other two MS mice.

So it is either due to the version of Windows are using a wired mouse.
Earthling, what version of Win 7 is your VM? Are you using a wired or a wireless mouse?

It's the 32 bit version of Win 7 Ultimate with a PS/2 wired mouse. It was the only way I could test it. TBH it doesn't work quite as neatly as it does in W10.

I might try a wired mouse on one of the netbooks (7 Home) and see if it works.

I didn't know about this before wile posted but in Win 10 it is a real time saver.

I plugged in a wired Logitech mouse to my Win 7 Home netbook. Ctrl and scroll wheel did nothing.
I have to conclude that in Windows 7, ctrl and scrollwheel only changes icon sizes if one is running Pro or Enterprise, not Home.
It has nothing to do with 32 bit or 64 bit.
Since all biferi said he is running 7 64 bit, I don't know if this works or not on his version.
