win7 "shutting down.." forever

    My friend did something to his computer, now I get to fix it. He were trying to use magicISO to install something from an iso. Removed magicISO and the drive it created, only now when you tell the computer to shut down, it leaves the desktop, gets to "Shutting down..." and sits there forever.

    Before it got stuck on logging out, but we fixed that by creating a new account for him. I even tried just starting it up and trying to shut it down before logging into an account, still can't shut down. I was going to try repairing windows from the win7 disc he used to install it, but I can't even get to the page where I pick a language, much less the page to pick to repair it. I tried scanning with malwarebites and his current anti-virus, both came up clean. Tried google, but it seems to just be people who can't end all their programs to get it to shut down, not win7 being stuck on a screen that says "Shutting down..."

    Any ideas? because I'm running low and suggestions wonder be wonderful. Thanks for reading my post :)
