Win98&11: Rec. Icon Editor & .html Editor?

Hi! I have a Win11/64 laptop at home, a personal Win7/64 laptop at a day program and a Win98SE minitower and a Win7/32 laptop at my mother's house along with other computers, some non-IBM-compatibles or not set up. I eventually want to create my own web page to contain more than just my programs on-line, and I want to create more of my own icons. I have GIMP and had a non-WYSIWYG .html editor. Non-WYSIWYG is okay, but I prefer WYSIWYG. I am looking for programs that can do this on at least most of my listed systems, but WIn11 is the most important. Any recommendations?
