WIN98 cant boot normal

    its my day-off today, im in internet cafe as of now to log this problem
    this morning i met my old friend and ask my help regarding his computer


    the problem:
    1-
    first i installed a ccleaner and its working
    then i installed registry mechanic, it detects 330 registry problem but it freeze there, it cannot stop there aslso in safe mode same work same problem
    he told me that few days past he cannot connect to internet because of problem in network (TCP/IP) and im not so familiar in this thing.
    so we tried to fix by, Control Panel ---Network and reinstalling TCP/IP but the problem is he dont have the CD Win98 sE (because its a old pc and its only a gift, second hand)

    2-so we try system restore by restarting in MS-DOs (scanreg /restore)
    and then we choose the date, so then it reboot itself and its freezzzeee.
    (written in the windows like this)

    C:\>set classpath..................
    C:\>keyb gr, , C:\windows\ command..........
    C:>c:c\windows\odilhlp.exe

    and then nothing more, it really freezed there
    but it can reboot in safemode

    Can somebody assist us?
    WIN98
    Pentium 2
    4gigHDD
    128mb ram

    ok i think nobody can assist me in this thing
    i get some info from other forums
    kindly try to check this

    Google doesn't find odilhlp.exe, and that's the program that seems to cause the lockup. Ask your friend what it is, and why it is in the autoexec.bat. After all, it's his computer.

    Then boot into safe mode and use MSCONFIG (or Notepad, whatever you like) to disable or remove this line in autoexec.bat. See what happens now if you boot.Google doesn't find odilhlp.exe, and that's the program that seems to cause the lockup. Ask your friend what it is, and why it is in the autoexec.bat. After all, it's his computer.

    i remember that when i tried to repair the TCPIP, i got to copy&paste this odilhp.bat in c:\windows
    can i delete it in safemode safely? ican only take a look back to the (old) pc by next week
