Windows 10 Endless Loop Error On Desktop

I had a 10 second power interruption three days ago. Gotta love 60 year old power lines…

Now my Dell Inspiron desktop (7 years old) is trapped in an Endless boot loop.

I created a flash drive to repair, and it loops also for the repair option.

Any suggestions?

 

I never solved why I was in the Loop. Downloaded the Dell SupportAssistOA utility from Dell using my service number. It pulled the files to an external drive and then installed the OS again. The backup for the files was saved on the external drive in a folder. Halfway through the process to restoration of the files.
