Windows 10, Preparing Security Options

    I very recently upgraded to Win 10 from 7 (a free version thru BleepingComputer) and am now periodically getting the notice "Preparing Security Options" which locks the system temporarily. Apparently this is a common problem with 10.

    There are how to fix articles via Google but none seem to be a permanent fix. Some mention ridding "Smart Pass" and other apps, none of which I have. Is there a permanent fix or is this common with all Win 10 including the versions that come with new computers?
