I am thinking about getting a new laptop with Windows 10 as the OS. Is there a list of things to do (such as creating restore points, disabling needless programs, modifying security settings, etc.) that I should do first?

Windows is endlessly configurable, depending on your needs and preferences. My only advice would be to adopt a disk imaging routine from the outset and update it as necessary but at least monthly. That way you can always step back from any changes you regret as well as from any mishaps that may befall the system, including malware.

You should also uncheck the show me windows tips, tricks, suggestions in settings and then go to system then notifications and actions. this will stop any memory leakage.
