Windows 10 Update Strong-arming

Windows keeps trying to force "upgrade" to 11. I have already undone three installs yet I still get "reboot to update to 11" notice, and eventually this turns into a no-choice situation.

This is on one of my laptops, the other laptop and my desktop don't have any update-to-11-under-duress issues.

I have Windows Updates disabled on the desktop and other laptop and that stays put. However, the laptop in question, I keep disabling the Windows update in services but it just does not work - always reverts to 'on'.

The desktop does permit Windows 10 updates, is there a way to let the laptop do other updates and NEVER auto-download that Windows 11 crap again, as long as the Earth spins?

    Thanks.

Under Windows Update, you need to turn off the upgrade option.

    No such option in sight.
