Windows 7 Home X64 Activation

I'm working on a customer's computer. I reinstalled a Windows 7 HP x64 due to a corrupt OS. The tower doesn't have a COA sticker but the license is legit. I ran Produkey beforehand, generated a key, saved it as .txt on an external HD. After the reinstall & loading the updates, I went to the log file where the key was saved but the .txt file was blank. I thought I could activate the system via the phone method, but that option doesn't show up. I looked online & saw that running slui.exe 4 might help. I ran the command under the command prompt and via the search bar at the bottom of the start menu (even tried running as admin) to no avail. Will the phone option show up after the 3 day activation period expires? If not, are there any other options? This customer doesn't want Windows 10.
