This has been going on for as long as I've had Win 7, randomly can't delete files and folders and a message comes up "this action can't be completed because the file is open".

Sometimes after trying a few times it eventually deletes, other times I give up and leave it.

I Googled this and it looks like you can download programs to kill these files/folders.

Has anyone used these programs? Any good?

Isn't there a better way without downloading a program?

It's possible that your AntiVirus realtime on access scanning is interfering with things. Which AntiVirus/Security software do you have installed? Does temporarily disabling protection allow you to delete the files/folders?
