I have a Toshiba Tecra with Windows 7 and a Dell 525W printer. When I had a Toshiba Satellite laptop I could easily adjust the brightness, contrast, and color of any photo by using the "Open with" I forgot the exact name from the drop down menu but it allowed me to make those adjustments. But now the option mentioned in my last sentence does not appear, and the only options on the drop down menu when I right click on the the photo are paint, windows media center, and windows media viewer. None of those seem to allow any adjustments to the color, brightness, etc.

Can someone please help me with this problem? THANKS!

Thanks, but I was looking for a way to not only adjust contrast but also adjust brightness, hue, and other options previously available to me.

I don't remember which programs for photo manipulation came with Windows 7 (I suspect they were in the MS Essentials 2012 package) so if they were previously available to you then I suspect some of your 'open with' file associations have simply been lost, since if you had an inbuilt program to make those edits before then unless you uninstalled anything, it is still there.
Other than that MajorGeeks hosts a lot of decent freeware programs that can do everything you want depending on the complexity of program you are comfortable using.

    Tried Paint.net?

Disclaimer: I'm a picture-taker, not a photographer. About the only thing I do with a photo is to resize it. For my simple needs of resizing and cropping, IrfanView is enough.

Second Irfanview. I still find new things after 10 years that can be done with the program, despite its very low resource profile and simple interface. It handles all the color adjustments, even for portions of pictures (select the area to edit/enhance before making adjustments)...
