Windows 7 Update Error 80072efe

I ran tweaking.com.
But windows 7 will still not update.
Shows error 80072efe.

No, service pack 1 is not installed.
The last update on this computer was silverlight on 6-10-2010.

 

The update requires SP1.

sp1 will not install windows6.1-kb3125574-v4-x64_2dafb1d203c8964239af3048b5dd4b1264cd93b9 windows searches for updates then says the update is not applicable to your computer.
