Windows Care 3 and error message 721

I just loaded Windows Care V.3 after using V.2 for quite some time with no problems. After loading and running it, deleting things it said to delete (registry errors, etc.) I found my self unable to access my VPN site. The log-in snags at "verifying username and password"- details say it's an error code 721.
I uninstalled it and have tried everything, but the code remains.
Anyone have any ideas? I've tested the router and modem for errors and they are fine. I think its a registry issue perhaps. I reloaded XP Service Pack 2 thinking that would fix it-nope. (BTW, loading Service Pack 3 gave me the same error, I uninstalled it and the VPN access worked fine).

I tried to use System Restore, but received the message that the system could not be restored. I tried every date up to a month prior to the installation of Windows Care 3 and none of them allowed me to restore.
I unistalled Windows Care 3 right after I noticed that the VPN would not access.
Just loaded XP Service Pack 3 to see if that reloaded any registry entrys that may help- didn't work.
I have noticed that I cannot load Windows Firewall or the ICS function for some reason. I had Comodo Firewall on the computer, but removed it as well.
Right now, all that's on the Start-up menu is AVG V.8.
Still getting Error Message 721...but all other aspects of the computer are working fine...
I think that Windows Care 3, when I ran the scan, identified a registry entry and then removed it when I hit the Fix All button. That was the point where the VPN access failed.
