You didn't give us much to work with here. We need to know which version of Windows you have (XP, Vista, 2000, etc), which service pack, and any other steps you've taken other than following the malware removal guide. This brings me to another question: did you find anything while running the malware removal utilities? If your PC was 100% clea, maybe you can tell us how long you've had these problems, what happened before these problems started, and some other details about your PC usage. Without more information, it will be somewhat difficult to offer any advice or a course of action.

there are a lot of things that could cause this issue.having removed some malware may have corrupted or damaged a windows system component, have you tried using the error check function to find and fix any errors in you windows system files, you could also update your computer to sp3 this may also fix any corrupt files.

the shell32.dll file is an essential windows component and can be located in the windows - system 32 folder.if this file has become corrupt it will cause the issues you are having and has been a security concern for Microsoft in the past. i would say updating you system to sp3 will help solve your problem.good luck
