Windows Explorer - System Administrator

I am using Windows '98 First Edition on my desktop in a purely domestic way and have been doing so for years now without too many problems but this is a new one for me.
In Windows Explorer I click on 'VIEW', scroll down to 'Folder Options' and click, only to be presented with this nice little message:-

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your System Administrator."

How do I get to these 'restrictions' to alter them and why should this message suddenly appear?

Just tried that Robo but nothing doing. Problem still remains.

Thanks all for your efforts. Problem solved by another forum I attend. Advised to use Hijackthis program and then checked off the two items shown below, clicked on 'fix' and problem solved, great eh? I include the answer to my problem as information for anyone else in the same position. Once more, thanks for your efforts.

Those types of restrictions can be done with registry edit and policys and profiles. The hacks above show how to add or remove restrictions on your Explorer where the profile isnt the culprit.
