Windows Firewall Problem...

    I have Windows XP Home SP2
    I went on my computer today and I went to internet explorer. Then the "this web page cannot be displayed" showed. I clicked on diagnose the problem. It says that it needs to reset the winsock something or another... I also did some searching online... one site said go into cmd and type in "netsh winsock reset." I did that and restarted and still nothing...
    when i click on windows firewall from the control panel i get the following messege:
    "windows firewall setting cannot be displayed because the associated service is not running. do you want to start the windows firewall/internet connection sharing (ics) service?"

    when i click yes, i get this messege:
    "windows cannot start the firewall/internet connection sharing (ics) service."

    when i try to start the service manualy this msg appears:
    "could not start the windows firewall/internet connection sharing (ics) service on local computer." Saying there is an error with the driver.

    I don't have any spyware and malware... or viruses for that matter.... ran avast professional, ad-aware 2007, norton 360 trial, cwshredder, windows defender and then I installed and ran spybot....

    I am at a loss here.... Can someone please work on this with me?

    First a couple of questions, what are you using as your ISP, and routers, and are there any other computers within the house?
    -The reason I say all of this is because if your getting connected on another computer then obviously you know you just narrowed the problem down to that computer, if your not getting on anywhere then you have a network issue. First suggestion would be if you could get the IP address of the machine that you can't get on and try pinging it from a local machine. Also, if you have a standard router, & modem, try unplugging the power from both wait about 5-10 minutes then plugging both back in and restarting the machines(this obviously is the standard thing you get told from like layer 1 networking people at cablevision and linksys etc etc. but sometimes thats all it takes to fix the problem. Also, try going into start, run, cmd, and then try to ping a website such as ping www.yahoo.com and see if you get a response, you might want to try a winsock fix besides doing the netsh winsock reset in the command line. I know this site offers a few good winsock fixes. If you try to do the first step of unplugging everything cycling the power, and then also trying the winsock reset, I would contact your ISP sometimes its something on there end as well. Hope some of that helps.:major
    Ps...try checking all the options within your IE, sometimes someone may have touched something such as the proxy or some other setting that throws everything off!

    Windows cannot start the Windows Firewall/Internet Connection Sharing (ICS) service.

    Perform the following steps in XP SP2 if you get the above message when trying to activate its new firewall.

    1) Reset the Winsock.
    --a) Go to the command prompt.
    --b) Type the command "Netsh winsock reset" (without the quotes), and press <enter>.
    --c) This won’t take effect until after you re-boot in step 4.
    2) Install and run a spyware removal program.
    --a) Two free ones are:
    ----i) Spybot Search and Destroy.
    ----ii) Lavasoft’s Ad-Aware.
    --b) I prefer Spybot S&D myself. http://www.techspot.com/vb/images/smilies/smile.gif (not a plug)
    --c) Some spyware programs won’t let you activate your firewall, for obvious reasons.
    3) Make sure the ICS (Internet Connection Sharing) service is set to start automatically.
    --a) Go to the Control Panel.
    --b) Double-click “Administrative Tools”.
    --c) Double-click “Services”.
    --d) Scroll to the bottom of the list; double-click “Windows Firewall/Internet Connection Sharing (ICS)”
    --e) Make sure the Startup type is set to Automatic.
    --f) Click Apply, if needed.
    --g) Click OK.
    4) Restart your system.
    5) Your firewall should now be up. Check it by going to the Control Panel.
    --a) Double-click the Security Center Icon (new with XP SP2).
    --b) The firewall section will be green and say “ON”.

    I already tried both Ideas.... everytime I reboot the same thing happens... I have one computer.... and I have roadrunner.... I found that same info you both gave me on other sites like techspot and eldergeek....

    I have the same problem.

    I have Windows XP SP2, Dutch version.

    For some reason I don't have "Windows Firewall/Internet Connection Sharing (ICS)", but I do have "Internet Connection Firewall (ICF) / Internet Connection Sharing (ICS)" service.

    1068 error: (I translate now from Dutch to English, might sound weird) Independancyservice or -group can't be started.


    I also have problems accessing other computers in the same home network. It might be related...?

    Ok? so I don't know how far we've gotten with this issue or if this is going to help but ICS refers to internet sharing connection that will allow basically another machine to use your workstation as a stand in hub almost...and you said early that you only have one computer, so basically where I'm going with this is there must be an issue with your IP address, I found this when I checked up on ICS in google here's the site read the whole thing especially the bottom where it refers to particular problems with ICS and what could be happening with your connection related to your IP address, hopefully this may shine some light on your issue

    ps...also before you said that when you go into control panel that you can't click on firewall, so basically when you go to click on the tab you dont get to see any of the options? is your firewall curtainly on or off, also do you have any type of antivirus, internet security or spyware protection on your computer that has its own built in firewall?

    I checked all 7 of the spyware/antivirus software that I had and 1 of them had a built in firewall.... i.e. norton..... so i deleted norton.... avast was never configured so it was never active.... I am on my cousins computer and when I go to services from right clicking "my computer" I made everything on mine look like his... and that hasn't helped.... I put in my windows xp disc next and my cousin did a network repair on my computer and that didn't help.... so i guess the only thing that I can do is back everything up and start over....

    P.S.(to the person who is named dublin) What did you mean by "tester?" and what is an LR.

    I finally found the solution....


    The original problem was that ICF/ICS couldn't start. I think this was the cause to all the network problems that I had.


    Don't give up and reinstall windows, just follow these instructions:

    I searched many forums for a solution, eventually I had to make up my own ^^
    My problem was with ICS, but they both rely on the same thing, the Application Layer Gateway, which wouldn't start for me. Anywho, after inspecting many settings in Start>>Run>>services.msc>>Application Layer Gateway Service I found the solution. Turns out (in my opinion at least) that it's a problem with the service not being able to start under it's default user account.

    The solution:

    Goto the "Log On" tab in the properties of Application Layer Gateway Service. The default setting under "Log on as:" is "This Account:" which is pointing to the administrator account presumably.
    Select the "Local System account" option instead, and check the box labeled "Allow service to interact with desktop."

    Now start ICF/ICS

    This solved my problems, hope it helps with yours.
