Windows Installer corrupted?

My Windows Installer hasn't been working for a while now. When I try to install anything, I get the following error message:

"Windows Installer Service could not be accessed. This can occur
if you are running Windows in safe mode or if Windows Installer is not
    correctly installed"

    I've tried everything here: http://support.microsoft.com/kb/315346

However, something strange I noticed when I was trying to reinstall Windows Installer is that no files were added, at least not in c:\WINDOWS\system32, which is where the previous installation was located.

Anyone know how I can fix this?

Testing it now. I'll get back to you on whether it works or not.

    EDIT: Didn't work :(

    Any more suggestions?

I checked, and they're both running.
