Windows Installer help

I am trying to install Microsoft Office 2007 for XP but everytime I click on setup it gives me this error message:

applying a setup customization file requires windows installer 3.1 or greater. please contact your admiistrator

I tried to d/l win installer 3.1 but my computer said it already has it installed...any suggestions?

I have a Windows XP Home Edition Ver 2002, SP 2 OS. I recently downloaded a compatibility pack for the 2007 office system from the MS site. However, when i try to run it, i get the error message that the Windows Installer Service cannot be accessed as either i am in safe mode or the Installer is incorrectly installed. Now, since i was not in Safe mode, i uninstalled the Installer and reinstalled a downloaded version Windows Installer - KB893803 - V2 - X86. The problem persists. The same Installer problem shows up when trying to install other softwares as well.
