Windows Installer Service not accessible

I have a P IV with WIN XP PRO and SP2. The printer driver of HP Multi Function Device PSC 1210 was not working and I uninstalled it using Add/Remove programs. When I tried to reinstall the printer software from the original CD I got a message saying that Windows Installer Service cannot be accessed. It appears that the installer service was deleted by the uninstaller supplied by HP. Is it possible to restore windows insaller service without re-installing windows? Please help.

because I don't know your level of expertise and I just want to double check , make sure that the windows installer service is truly not shown in the services

start-->run-->SERVICES.MSC

look for windows installer service.
