Windows Security Center Will Not Turn On

    Hi, My wife's computer has recently had significant malware problems (Internet Security Pro, FBI Virus, Browser redirect, and inability to run MS Security Essentials). Most of this seems to have been solved by following your malware removal procedure. But I still cannot turn on Windows Security Center. I get the message "The Windows Security Center service can't be started."

    I think that I followed all the steps you outline and have attached the requested reports. Any help is appreciated.

    Double-click RogueKiller.exe to run. (Vista/7 right-click and select Run as Administrator)
    When it opens, press the Scan button
    Now click the Registry tab and locate these detections:

    Place a checkmark each of these items, leave the others unchecked.
    Now press the Delete button.

    Now click the Files/folders tab and locate these detections:

    Place a checkmark each of these items, leave the others unchecked.
    Now press the Delete button.
    When it is finished, there will be a log on your desktop called: RKreport[2].txt
    Attach RKreport[2].txt to your next message. (How to attach)
    Do not reboot your computer yet.

    Now rerun Hitman and have it delete everything it found.

    Reboot and rescan with both RogueKiller and Hitman and attach those new logs as well.

    Be sure to tell me how things are running now.

    Thanks for your help. I followed your instructions, but did not see these registry entries in the Roguekiller list, so I went into the registry and deleted them manually.

    Also I did not find the following registry entry either in the Roguekiller list or in the registry.

    [HJ INPROC][SUSP PATH] HKCR\[...]\InprocServer32 : (C:\Users\Cathy\AppData\Local\Temp\ssiinob\sbdppiu\wow64.dll) [x] -> FOUND

    Other than that everything else went as you described it.

    The computer is running fine, but when I go to Control Panel/System and Security/Action Center, under "Security" I get the message "The Windows Security Center service is turned off." When I click the "Turn on now" button, I get the message "The Windows Security Center service can't be started." In addition, the Security Center is not listed in the list of services when I bring that list up, so I can't tell whether it has actually been disabled.

    Also on the Action Center page there is a Maintenance message "Solve a problem with Java - Java has stopped working 1 time(s), last occurring on 6/10/2013 12:52 AM. Go online for product support." I haven't tried to do anything with this because my wife seems to remember that all of the problems started with what appeared to be a Java update.

    In any case, everything else seems to be running fine. Thanks again for any help.

    Rerun RogueKiller and delete this item:

    Now run the C:\MGtools\GetLogs.bat file by double clicking on it (Note: if using Vista or Win7, don't double click, use right click and select Run As Administrator).

    Attach the new C:\MGLogs.zip.

    Okay. Logs attached.

    Apparently I also deleted (unintentionally) the first four entries inthe Roguekiller registry list.

    No change with the functioning of the computer.

    Your logs are clean. I suggest you post in the software forum for further assistance.

    Since you are not having any malware problems, it is time to do our final steps:
    1. We recommend you keep Malwarebytes Anti-Malware for scanning/removal of malware. You can uninstall RogueKiller and HitManPro.
    2. Go back to step 4 of the READ ME and renable your Disk Emulation software with Defogger if you had disabled it.
    3. Any other miscellaneous tools we may have had you install or download can be uninstalled and deleted.
    4. If running Vista or Win 7, it is time to make sure you have reenabled UAC by double clicking on the C:\MGtools\enableUAC.reg file and allowing it to be added to the registry.
    5. Go to add/remove programs and uninstall HijackThis.
    6. Goto the C:\MGtools folder and find the MGclean.bat file. Double click on this file to run this cleanup program that will remove files and folders
      related to MGtools and some other items from our cleaning procedures.
    7. After doing the above, you should work thru the below link

    You are missing a bunch of services, so let's start with this:

    Attached is bfe.zip

    Inside is:



    Extract bfe.reg to your desktop.
    Double-click bfe.reg and allow it to merge into the registry. If you get a "successfully merged into registry" type of message, reboot your PC and see if you can turn on BFE, or if it is already turned on.

    You can run these commands from the command prompt.

    • net start bfe
    • sc qc bfe
    NOW:

    Download Windows Repair by Tweaking.com and unzip the contents into a newly created folder on your desktop.

    • Now run Repair_Windows.exe by double clicking on it ( if you are running Vista or Win 7, use right click and select Run As Administrator)
    • Now select the Start Repairs tab.
    • The click the Start button.
    • Create a System Restore point if prompted.
    • On the next screen, click the Unselect All button to first deselect all repairs.
    • Now select the following repair options:
      • Reset Registry Permissions
      • Reset File Permissions
      • Register System Files
      • Repair WMI
      • Repair Windows Firewall
      • Remove Policies Set By Infections
      • Repair Winsock & DNS Cache
      • Repair Proxy Settings
      • Repair Windows Updates
      • Set Windows Services To Default Startup

    • Now on the lower right side check the box to Restart/Shutdown System When Finished
    • Then make sure the Restart System radio button is enabled.
    • Shutdown any other programs that you are running now before continuing.
    • Now click the Start button.
    • Be patient while the tool repairs the selected items.
    • It should reboot automatically when finished.
