Windows security;Stupid preventing Trend Micro Titanium InternetSecurity

Need help Pleaseee. I have the Trend Micro Titanium Internet Security (spyware/ malware protection). Windows has turn it off. I have manage to get to the step 1) control panel 2) secuirty Center 3) found that it has been turn [off]. I have clicked the [turn on] but no response. I have gone to the "allow me firewall to unblock" too.
Please advise where or what to do now.
