Windows System Log Event Id 10016

I have been having computer problems and I was basically out of ideas aside from something extreme like trying many combinations of uninstalling programs and replacing each piece of hardware one by one, I decided to jump into the event viewer.

So, I just now jumped into the event viewer (it's a tool in Windows) and I see that under Windows Logs -> system, there are a lot of errors that say
The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID
Windows.SecurityCenter.WscDataProtection
The event ID for this is 10016, which seems to be some sort of universal code.

When I do web searches for this error, I notice that people posting about these sort of problems also have a couple of strings of letters and numbers, which seem to refer to something in the computer registry, if I am understanding correctly.
There is also a link (right within the Windows tool) for event log online help but that turns out to be a dead link.
