Windows Update Error & Catroot2 Problems

Good day everyone, I have just have no more brain power to deal with this. I've been getting the

Windows Update Failed to Install With Error 0x80070643

for the last couple weeks. Most websites said the same thing about checking for the latest net.framework, and running sfc/scan now along with DISM to repair the issues. I've tried all of that with no luck.

Finally I used the majorgeeks article for this error. Stopped the pending updates by stopping windows update through powershell (net stop WuAuServ) then creating the software distribution.old folder, restarting the updates, then rebooting.

As a further step for this particular error, a similar process with the catroot2 folder had to be done, so I put these 3 things into powershell individually

net stop cryptsvc
md %systemroot%\system32\catroot2.old
xcopy %systemroot%\system32\catroot2 %systemroot%\system32\catroot2.old /s

On this last one however it kept saying that there was no file found or copied. I tried deleting the catroot 2 folder anyways, and it won't let me because its in use.

So my two big questions;

1. I'm assuming not everything got copied from the catroot folder to catroot 2, will this pose a problem for me, and how do I work around it?

2. If you have any suggestions for this error, I would love to hear it. I don't know if its due to the windows defender itself. I noticed when I opened it that the virus and threat protection were turned off( which I did manually because I have other antivirus programs--and yes I turned them off before attempting any of these things). But the virus and threat protection won't turn back and it tells me there is an unexpected error.
