Windows Update is gone??

So I bought a new keyboard today and came home to play with it. I downloaded the driver and it wouldnt install. I got amessage saying that I was missing .Net framework 4.0.30319

Downloaded that and it wouldnt work. I dont remember what the error message was.

I thought maybe it had to do with windows updates so I went to check if i had any updates to install and it wasnt even runnning. I get the following message:
"windows updates can not currently check for updates becuase the service is not running. You may need to restart your computer."

Well I restarted it and its still the same message. I looked around online and found other ppl with the same problem but their fixes didnt work for me.

I ran the services.msc and found that the background intelligence and the windows update are not even on that list.

Any help??
