Windows update, MS Security Essentials, and System restore will not run

I am stuck trying to repair a laptop for my sister. It has Windows 7, 64Bit running, but it is having problems. It will not run Windows Update, Microsoft Secutiry Essentials(MSE), or System Restore. I tried going through the repairs suggested on Microsofts website. I also tried removing MSE to no avail. I was able to install Malwarebytes, update the definitions, and scan the laptop with no malacious items found. I also did an online virus scan from trend micro and it found no viruses. Please adivse.

Head over to the malware section. (You can't assume because malwarebytes found nothing it is clean; I speak from personal experience helping someone clean a computer).

when you downloaded MGTools and have the logs, post a thread in the malware section with the logs attached.

If you can't run all the tools, run what you can and post the logs that you have.
