Windows Virus Balloon wont go away

I've had this Windows virus balloon since i've booted up my comp. It wont go away, and when I click it, it goes to this: http://www.spywarestrike.com/features.php?sid=1e39d1b6nod9cqnubtms9meoc6

When I downloaded/installed it the Balloon still never goes away. It gets really annyoing because when I run games, the curser can never go on the space the balloon is occuping, and I get flashes of icons back at the desktop, making games almost implayable. Also there are some spyware popups that appear at random.

The little icon on the system tray flashes to a Windows Automatic Update, to a big Red X.

I've ran Ad-aware full system check but the balloon wont go away...

I forgot how to host an image so I can post it here. Help would be appreiated.

Yeah, usually see a lot more. Since there is somewhat of an infection I would like you to go ahead and procede with the READ ME.
