Windows Vista GUI Problem

Hey Everyone, my Windows Vista GUI is a bit messed up, please see the screenshot below.

Common Questions:

Am i using a custom theme: Yes
What Program am i using for my custom theme: Tune Up Utilities 2009
Have i tried reverting back to the original theme: Yes
Have i tried restarting the Themes service: Yes
Have i tried tweaking the theme and/or personalization settings: Yes
When the Theme service is disabled, does the problem persist, even with the classic theme: Yes

Operating System: Windows Vista™ Ultimate (6.0, Build 6000) (6000.vista_rtm.061101-2205)
Tune Up Utilities: 2009 (v8.0.3100)
Graphics Card: NVIDIA GeForce 8800 GT (PCI-E)
RAM: 3GB
CPU: Intel(R) Core(TM)2 Quad CPU Q6600 @ 2.40GHz (4 CPUs), ~2.4GHz

Any advice?

Hi

Have you tried uninstalling TuneUp Utilities to see if it once removed, removes its settings too?

Also try running sfc /scannow (but need to in Vista do this from an elevated Admn prompt, so click Start > type CMD in the Start Search box and right click CMD in the search list and choose Run as Administrator type that command above and may need Vista DVD if any files need changing that are not in the saved in the backup cab)

If you have only been using this app for a very short while then reverting to the System Restore poing from before this app was installed is an option.
