For some reason my display settings are being really annoying lately. I have a lot of wallpapers and like to change it a lot so the time spent dealing with these little menu glitches will add up fast.

First, when I open display properties it starts on the themes tab instead of the desktop tab like it used to.

Second, it starts on the stretch option instead of the center option for position and keeps switching back to stretch when I select a different wallpaper.

    Any ideas?

1 - I suspect the file is corrupted or its permission is changed. i.e. the current theme file is set to full access by admin but read only by everyone else. That can be a problem to Windows. As for which file, it's named under Theme on Themes tab or "My Favorite Theme.theme" minus the quotes. Search for its location. Bring up its properties. Look at permissions on Security tab. If you want to take over it, click Advanced, uncheck "inherit...", remove all user names from entries, add your account with full access, ok.

2 - It happens to me sometimes. I don't know how. Could be that I clean registry that contains a key to remembering the position option.
