Windows XP - No users on Login Screen

At startup this morning, I was presented with this:

It is not frozen, I can move the mouse, and after a few minutes "Protected by Kaspersky" appears in the top right.

I tried Safe Mode, but it gets stuck, I'll update with the line tomorrow.

Any ideas would be greatly appreciated.

I'm not certain you are getting to the Welcome screen but you could try "To temporarily use the classic logon screen, press CTRL+ALT+DEL two times on the Welcome logon screen." and see if you get the old fashioned box where you type your Username and password. If you have no password leave that box blank and hit <enter>.

CTRL+ALT+DEL did not do anything.

Was going to post what line safe mode got stuck on yesterday, but today it went through. However it also got stuck on the Welcome/Logon screen I posted earlier.
