I have a laptop running windows XP Home version and for the second time after it goes into hibernation, when I go to turn it on again I get a screen telling me windows was improperly shut down and gives me 5 options for restarting, including : Normal start, Last known configuration and a couple of safe mode starts. I have tried all of them and it always cycles back to the same screen. The other time it did this I was over seas and the computer tech I took it too spoke no English and in a short time in the back room fixed the problem for about $5 so it can't be that difficult but its beyond my humble abilities.
2 questions: How do I restart and how do I stop this from happening again?
Is this a power management issue that causes the shutdown?
Thanks in advance for any help.

If you have your Windows CD, or Dell OS CD or can borrow one (you don't need your original) then boot from it to the windows recovery console.
So this by putting the cd in and watching the screen. At prompt press any key to beeo from cd, do so.
    Setup opens
    F8 to accept licence
at the next screen press r for repair console
type in the numebr of xp installation to recover, probably 1 in your case
typein administrator password or press enter if you dont have one

    At the > prompt typein

    ren c:\hiberfil.sys hiberfil.old
    press return

reboot but not via the cd
