WindowsLiveOneCare Issue

I just formatted my c drive, reinstalled xp pro and not much else. The comp is now fully updated with drivers and windows updates. I try to install windows live one care and when it attempts to connect to the microsoft server it gives me a connection error. I also could not go to windowsliveonecare.com. Also, i could not connect to the remote assistace link from microsoft. I guess this has to be some issue with the networking settings in xp pro because someone told me that this had to do with windows messenger and .net programs. I dont see and windows messenger. Where would you guys look next??
