Wininet.dll problems

Hi

I've read through some other incidents in forum but none quite like mine.

Outlook Express works but can't log onto net, using either "Advanced Browser" or "Internet Explorer" web browsers. Also can't log onto MSN, or anything requiring me to go online.

Error message says "This application has failed to start because wininet.dll was not found..."

I'm using Windows XP Pro, 128M RAM, 20G Hard Drive,500MHZ CPU

I can't follow the 4 steps as can't get online obviously to run scans. I used AVG which found some viruses, removed but problem still occuring. Tried CCleaner but shuts down when try to run

Help appreciated! Please note I'm posting this from a work PC (because obviously home PC won't go online)where they don't allow us to download stuff, can we avoid getting online to cure?
