Looking for a program that will allow me to wipe a used hard drive I obtained from a relative of all files, data, etc. Do not have a floppy drive or a CD/DVD burner at the moment, however and many programs I have searched up require booting from one of these. Any help would be appreciated.

Try connecting as slave in your machine and use Disk Management to delete partition.

The above post is the easiest way but if you want to clean it really well you can get "Boot Diagnostics" I have no idea where I found it, had it years , it's an image you put on a disc and boot from the disc, has loads of progs on it, some useful, others not but it has several different deep clean progs where it will write over the files many times to make them "Unrecoverable"
But thats only if you want to go that far, as I said, the above post is the quickest and simplest way.

There is also a program called DiskRedactor that wipes all emopty space on a drive.
May not be what you are looking for,but you could delete everything but Windows then wipe the rest to avoid a reinstall.
