worm.win32.netsky wont let me access anything!!

Can someone please help me? My ex wife brought me her computer and told me it had a virus and she couldnt access anything. I was just gonna wipe the slate clean and put a fresh copy of xp on there and reinstall everything. well.... she hasn't backed anything up so if i do that she is gonna lose everything. I am not able to boot into safe mode, access any programs or start menu. when i turn the pc on it beeps once, then loads up windows, the desktop pops up with nothing on it but the background, no taskbar... nothing. If i hit ctrl, alt, delete it says that the task manager has been blocked by administrator or something along those line. I don't know what i can do to recover her pictures before i wipe it clean. All i really want to do is get it to load up so i can pull her pictures off and back them up, then i will just delete the partition and start from scratch. can anyone tell me how this is possible? any help and advice is appreciated.
