I've had this problem across numerous machines. Actually, its not really a problem, its just things are still loading before it can pop up the welcome screen, or log into the desktop. Video drivers appear to cause the biggest delay that I have seen. The fact that it happens just before the welcome screen, means that almost everything has loaded. So, theoretically, you could enable boot logging and examine the log file itself to see what the final loading software/devices/drivers are.

I think Adryn is offline right now, until he is back on maybe a little background info.

Do you have a program installed that "skins" IE or your splash screen or startup functions? Maybe Changer XP or something like that.

Also, did you recently install SP2?

Without analyzing it too deeply (I was eating dinner), the final things loading are your 56k modem and sound card.

Try disabling them, and booting. If it makes no difference, disable the video card and do the same.

I have had this problem before but with a different type of Sound Card. All I did was un-install the sound card drivers, downloaded new ones, rebooted, installed new ones, rebooted and problem was fixed.
Here is a link to your company's sound card driver site and let me know how you go!!
