Please READ everything below before doing anything.

The first thing you want to try doing before things get any worse is to backup important data. The below CDs may help but you will have to get help in the Software Forum on using things like these since it is outside the realm of the Malware Forum to do this as we are too busy with actual malware removal.

If you can no longer boot your PC in either normal boot mode or safe boot mode, there is not much we can do for you to remove malware other than suggest you scan the drive by slaving it into another properly protected PC. Note that if you have a laptop, slaving a laptop drive requires special hardware so this may not be an option for you. Or another option is using another PC to make CDs like the below and use them to scan your PC:
However, you may want to try the below if you have your Windows boot CD or the Recovery Console installed. This could possibly get your PC bootable again.

How to recover from a corrupted registry that prevents Windows XP from starting

    Hi ilyam5,

If saving data is not a need or possible then go with Gparted.

To install GParted Live on CD, from another computer, download the .iso file and burn it as an image to a CD. http://gparted.sourceforge.net/livecd.php

Boot the infected computer with the CD.

Delete the infected partition(s). Create new one(s).

    Boot with Windows CD.

Does the message after 7B say "Inaccessible Boot device"?
If so, that means there is a problem finding a hard drive. It could be a bad cable or maybe the drive is SATA and the drivers need to be loaded before a windows install is attempted.
