im getting this popup and i cant do anything with my pc except to hardboot it,it wants me to call

You really should give more details to better the chance for someone to help you. Based on what you did say, my advice is you create a thread in the Malware Help (Specialist) forum. I suspect you might have malware that a trained specialist will be better equipped to help you with. I am not one of them. Follow the instructions in the "sticky" thread at the beginning of that forum, "Read & Run Me First ..." You will need to produce and attach 5 logs for the specialist to use. Its all rather easy.

I had this with Edge browser - My tools did get rid of it, but it happened a few times, so I would do as StrulBrug says-
