Need serious help please

Hi, I think I have a trojan or virus that I cannot remove. Before I posted this I followed as many steps as I could in the READ & RUN ME FIRST Before Asking for Support thread. The only problem is despite being in safe mode or normal mode I cannot run 90% of the programs. I think whatever is infecting my system is preventing me, as it won't let me run several other non-malware removal programs (and it makes these unusual desktop icons with random numbers/letters after I attempt to click on programs). It also gives me error messages when I attempt to access anything in control panel.

A computer technician a few days ago came and attempted to fix my pc, and the job he did seemed to be satisfactory until a few days later when the problems started again.

I've tried everything, and I even purchased Spyware Doctor to deal with this; the program works great but is incapable of removing whatever is currently infecting my system. I really need help but I'm not sure how this can work if it won't let me run any programs?!?

 

I don't know if I'm not getting help due to the forum being busy or an assumption that I'm an idiot who would take too much time to deal with, but I can assure you I'm not. I did what I could with that previous thread and nothing worked. I'm willing to cooperate with anyone who can help. I don't know what to do besides to totally reformat my pc.
