Pop-up error message when starting laptop

    I get the following pop-up error message every time I start my laptop. I have run CCleaner and the problem persists. Any ideas how I can remove it?

    "The program can't start because rtl70.bpl is missing from your computer. Try reinstalling the program to fix this problem."

    What version of Windows are you using? Do you have either a restore partition on the hard drive and/or a Windows restore DVD that came with the PC?

    Windows 7 Home Edition.
    I'm not aware of a restore DVD - it's my wife's laptop.
    How do i find out if there's a restore partition?

    I cannot find any of hese when I do a search and I don't believe I have ever had them installed previously.

    Run a search fo .bpl files, and there aren't any.

    I also ran this as suggested in the other thread and got the following result:

    Volume in drive C has no label.

    The rtl70.bpl can be downloaded from here http://www.down-dll.com/index.php?letter=r
    Careful: After you download it, please scan it with your av and malware program to be sure it is clean.
    Then place it into the C:\Windows\SysWOW64 directory
    I wasn't sure what that was but from doing a bit of digging, it appears that this is "Windows on 64-bit Windows", and it contains all the 32-bit binary files required for compatibility, which run on top of the 64 bit Windows.

    Apparently some security software might use that file too.

    I've been to that website and followed the instructions to download the file, but nothing seems to happen.

    Windows 7 requires you to do things as an administrator, I suspect downloading and installing a dll might be one of those things. I don't run Windows 7 so I can't test it out.

    You have two choices: a) get someone else to download it for you and put it on a USB stick b) search for the missing dll from another site and see if you can download it.
